  • 17 Feb 2015 in National Assembly: Therefore, we need to give adequate time to the holder of this Office so that he is able to look at the issues of systemic corruption. Hon. Speaker, this Bill, in a way, seeks to limit the scope within which the policies of the Government can be questioned by the Auditor-General, I think part of the reason why we have lost a lot of monies as a country is because of the fact that some of those endemic corruption practices have been embedded in Government policy. If you look at, for example, the fact that Salaries and Remuneration Commission (SRC) ... view
  • 17 Feb 2015 in National Assembly: to remunerate public servants and civil servants without due value to Kenyans in terms of service delivery. view
  • 17 Feb 2015 in National Assembly: If you also look at this Bill, it establishes a proper structure. But I find it very interesting that it requires that the Auditor-General should submit an organizational structure to the Public Service Commission (PSC). I think some of those provisions, in my opinion, are fairly administrative and so, they will obviously be adhered to without recourse to legislation in that order. view
  • 17 Feb 2015 in National Assembly: Another thing that I find in this Bill is that it is important to strengthen the role of the Auditor-General in sanctioning his own staff. We have had situations where officers of the Kenya National Audit Office (KENAO) are engaged in cover-up. They are bribed and so, they are not able to report effectively on what exactly is happening at the spending agency. Hon. Speaker, because my time is up, I rise to support. view
  • 10 Feb 2015 in National Assembly: Hon. Speaker, I rise to oppose this list as has been elucidated by the Leader of Majority Party. I oppose this list because it is the same list that was in the last Session. On their own admittance, attendance is not very good. When I look at this list, it is not representative. I am saying this because special interest groups are not represented in this list, yet there is a reason we are in this House. If you look at the various legislative proposals that some of us have been able to process, you will realize that some of ... view
  • 10 Feb 2015 in National Assembly: When I look at this list, I do not think regional representation has been adhered to. If you look at the regions where some of the whips and leaders of the House come from, you will find that there are more than one Member from those regions. The question is: Was it because of favouritism? Was it because of proximity to the House leadership that people have been put in this list? I have a question because this looks like a cartel in the House’s leadership. The HBC is a very important Committee of the House and my opinion is ... view
  • 9 Dec 2014 in National Assembly: Thank you, hon. Speaker. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 9 Dec 2014 in National Assembly: I would like to oppose this proposal because of various reasons. If you look at the recommended debts to GDP ratio at the international level, and even when you look at some of the so-called developed economies, the safest that is recommended is between 28 to 35 per cent. As a developing country, we have borrowed up to 53 per cent of the current economy figures. We need to ask ourselves this question: When we borrow as a country, do we usually get value for that money? If you look at the National Debt Register currently and the projects that ... view
  • 9 Dec 2014 in National Assembly: Hon. Speaker, it is very well documented that the national deficit is imaginative. It is a question of people not wanting to live within their means. That is what we are facing here. Yes, indeed, the infrastructure projects are good, and one may even argue that it is important to borrow instead of having a lot of money that may come from selling our hydrocarbons so that they are properly targeted with regard to expenditure. view
  • 9 Dec 2014 in National Assembly: This must also be looked at in the whole supply chain, in the sense that, if you are looking at access to markets, and this is going to be enhanced by the development of roads, like the LAPSSET Corridor project and the Standard Gauge Railway (SGR) project, but can we also look at, for example, how we may actually be reducing the growth of other sectors of the economy that would also in effect contribute to the growth of the economy? view
