Sakaja giving an example that even the money for equitable share can only go for recurrent expenditure. It is true that this country has moved from development surplus to a recurrent deficit. There has been a lot of complaints lately from all our political supporters that there is no way you have a situation where if you do not have a degree, you cannot be a Member of Parliament. It has not been proven scientifically that when you have a degree, you are a better legislator. Mwaura, how are you able to debate for 10 minutes? She asked me this question but today I see her as one of the best legislators’ - Women Representative - from that region. view

However, you can see, as we come to the end of this Parliament, skills have improved.
