  • 17 Sep 2019 in Senate: Okay, Mr. Deputy Speaker, Sir, they look like men who would otherwise not use their reasoning. view
  • 17 Sep 2019 in Senate: Mr. Deputy Speaker, Sir, I was very hesitant to us agreeing to pass the County Allocation of Revenue Act (CARA) because I did not know whether we are derogating the Constitution; as is the case with Division of Revenue Act (DORA). Nevertheless, I am persuaded that it is for the interest of counties. However, we have had very good precedence created by this crisis, in that, like my County of Kiambu, it has been able to pay salaries for July and August using its own source revenue. Mr. Deputy Speaker, Sir, may be, this cash crunch has also exposed the ... view
  • 17 Sep 2019 in Senate: come and mediate or make rulings when it comes to the issues between the Executive and the Legislature. We have a very good President in terms of the Supreme Court Judicial review or process. I think the law is on our side. However, I still insist that the law is never enough and we need to go further to protect MCAs so that they know how to do oversight without being intimidated by governors. I support. view

  • 12 Sep 2019 in Senate: Thank you, Madam Temporary Speaker. I rise to support this Statement from Sen. (Dr.) Milgo, our vice Chairman, Committee on Labour and Social Welfare. It is timely for it to come from her because immigration is about welfare or the issues that are under the ambit of this Committee. However, most importantly, it is about foreign relations. Madam Temporary Speaker, South Africa is a great country; Mzansi as we call it. I was privileged to study at Nelson Mandela University. I went there because of the name ‘Mandela’. I looked forward to what he represents and many people across the ... view
  • 12 Sep 2019 in Senate: There are coloured people whom you would not tell where they come from. There are white people, British South Africans and our fellow Africans. However, because of that pride and development, it has a statement that captures xenophobia. It is the Republic of South Africa) versus the rest of Africa. They seem to largely think that they are a little bit special than the fellow Africans. These young millennials who have found the economic boom and success of South Africa do not seem to remember that it is the other African countries that stood up with the African National Congress ... view
  • 12 Sep 2019 in Senate: Madam Temporary Speaker, pursuant to Standing Order No. 48(1), I rise to seek a Statement from the Standing Committee on Health concerning the stalled construction of Thogoto Level 4 Hospital in Kiambu County. In the Statement, the Committee should- (1) Explain reasons why construction of Thogoto Level 4 Hospital has stalled despite sufficient budgetary allocation for the project for the Financial Year 2014/2015. (2) State measures taken by the Kiambu County Government to revive the construction of the hospital. (3) Explain whether due diligence was done and the necessary procurement laws adhered by the Kiambu County Government in awarding Seremala ... view
