  • 11 Jun 2019 in Senate: This is an important and timely Bill. With all the suggestions that have been made, I hope there will be amendments that will enhance the aspirations of the Members. I also hope that this Bill will see the light of day and that our colleagues in the National Assembly will pass it. If there are issues, we will resolve them through mediation. This will ensure that we start preventing the rising cases of suicides that we are facing in this country, and the problem of lack of facilities. This will help people to positively identify with their challenges and know ... view
  • 6 Jun 2019 in Senate: Asante Sana, Bw. Spika.
  • 6 Jun 2019 in Senate: On a point of order, Mr. Speaker, Sir. I brought a Petition to this august House many months ago concerning the various charges, such as the Higher Education Loans Board (HELB), the Credit Reference Bureau (CRB) and others including the Kenya Revenue Authority (KRA), by Government agencies to the youth who look for employment but I have not had any response since that time. In my informal interactions with other Senators, I have discovered that people complain about how petitions are canvased in this House. view
  • 6 Jun 2019 in Senate: Mr. Speaker, Sir, I seek your guidance about that particular Petition. Maybe you should also guide on how Petitions should be prosecuted after they are presented before this House. view
  • 6 Jun 2019 in Senate: Mr. Speaker, Sir, I am glad to know that I am a Member of the Committee dealing with it. However, to my knowledge, it has not been canvassed. view
  • 6 Jun 2019 in Senate: Mr. Speaker, Sir, it is not in order for my Vice Chairperson to hide under the fact that I am a Member of the Committee. That should not be the reason as to why my Petition should not be dispensed with. I do not prosecute petitions by virtue of being a Member of a Senate Committee. I am not aware of that meeting, though I do not want to engage in conjecture. Petitions are important in this country. I brought a Petition about having currencies that can be used by visually impaired persons and that has been implemented. When you ... view
  • 4 Jun 2019 in Senate: Thank you, Mr. Speaker, Sir. I also rise to welcome the students from Bungoma County which is a very good county. I was there recently in Misikhu. I really enjoyed the serene environment. Bungoma County is very well known for chicken or ingoho which is served with obusuma . If you have it with njugu karanga, life will be okay. Mr. Speaker, Sir, on the Petition about the KSL, I have had people who have spoken to me in private that they have been failed by lecturers because some of them were demanding that they should have relationships with them. ... view
  • 4 Jun 2019 in Senate: se. This is because there are people who may have proper and good lawyerly skills. So, we need to look at how these courses are administered and what exactly is looked out for. I support. view
  • 30 May 2019 in Senate: Mr. Speaker, Sir, I rise pursuant to Standing Order No.48(1) to seek a statement from the Standing Committee on Education, Information, Communication and Technology regarding irregular appropriation of land belonging to the Kiambu Institute of Science and Technology (KIST). In the Statement, the Committee should: (1) Explain the circumstances under which the institute‟s Board of Trustees (BoT) obtained, in their name, a title deed for land belonging to the institute, in The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 30 May 2019 in Senate: contravention of The Technical and Vocational Education and Training (TVET) Act, 2013. (2) Explain how the BoT obtained relevant consents and approvals for the subdivision and assignment of the resulting parcels to vaguely described purposes and intended utilisation, and why the BoT has failed to respond to directives by the Attorney-General and the Ministry of Education to reverse the illegal transactions. (3) State the reasons for the BoT allowing non-teaching staff to occupy staff houses at the institute, at the expense of the teaching fraternity, and also leasing out the institute‟s coffee farm without any benefits to the institution.
