I also want to emphasise that the Bill was seeking to re-introduce excise duty on locally manufactured confectionary but in our wisdom, we have decided that to protect the confectionary industry which employs hawkers, small kiosks and many SME’s, we plan to levy 35 per cent tax on all imported confectionary to support the hawkers, local industries among others. We also seek to empower the RBA to be able to help the pension schemes to recover monies held by defaulters. We give them authority to even attach. This will particularly be directed to those organisations like the universities, the former LAPTRUST and LAPFUND, which have been denied a lot of money from contributions of former local government workers.
