Mr. Speaker, Sir, that is not a deliberate move to kill some Kenyans. I understand the gravity of the matter. I will consult with the Ministry of Health and the Ministry of Environment and Natural Resources and ban asbestos if we find that the roofs built with the product are harmful to human beings.

Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to support this Motion. One of the most important items in the Budget is the introduction of the Contingency Fund. In order to mitigate times of drought and other calamities, it is important to have a Contingency Fund so that we do not scavenge around. This country is prone to drought. (b) Construction work to connect the residents of Bungoma Municipality to a sewerage system in conformity with modern sanitary requirements will start in August, 2006.

Member, the sewerage works will include, among others, the replacement of the 150mm diameter sewer with a 225mm diameter sewer covering four kilometres at a cost of Kshs12 million. We will also have new trunk sewers to western and eastern parts of the town covering 6.5 kilometres at a cost of Kshs19.5 million. Mr. Deputy Speaker, Sir, most of those local trading centres fall under either a county council or municipality. It is the duty of these local authorities to communicate their requirements to the Ministry of Local Government or Ministry of Water and Irrigation, in which the sewerage system falls. Whenever such assistance is requested, we will appreciate to handle it and ensure that they have a sewerage system in place.

Mr. Deputy Speaker, Sir, I beg to answer. (a) It is true that construction work on Nyamira Town Bus Park has stalled. (b) In September, 2005, a dispute arose over the ownership of the land on which the central bus park was being constructed. In October, 2005, the High Court issued restraining orders on the contractor carrying out the works pending the determination of who is supposed to be the rightful owner of this disputed piece of land.
