Mr. Deputy Speaker, Sir, I am not aware that such projects have stalled. If they have really stalled as a result of lack of funds or because the land was under dispute, we will take those matters very seriously and ensure that those projects are completed in good time.

The matter is in court and, indeed, the council is trying to repossess the land from the person who grabbed it. We have instructed the council to do everything possible to ensure that the ownership of the land reverts back to the council. Mr. Deputy Speaker, Sir, I would like to confirm that there is already adequate funding for this project. The contract sum for this project was Kshs26,796,770. For the information of the hon. Member, the Nyamira Central Bus Park project is 80 per cent complete while the other construction on the Yabait Matatu Park is already 75 per cent complete. I would like to assure the hon. Member that there is already adequate funding for this project and once the court verdict is given, we will continue with the project, which will be finished in good time.

Mr. Speaker, Sir, I beg to reply. (a) I am not aware that the contractor was unable to complete the roads project in Bungoma Municipality. Going by the Ministry's records, the roads earmarked for rehabilitation were completed as per the completion certificates and defect liability certificate. Mr. Speaker, Sir, I would like to tell the hon. Member that the Ministry of Local Government is a serious Ministry. The contract comprised of the construction of the rehabilitation works for the municipal councils of Bungoma, Busia and Kakamega. For the information of the hon. Member, the contract, particularly the one carried out in the Municipal Council of Bungoma, cost about Kshs68 million. Mr. Speaker, Sir, in my earlier answer, I had said that the Ministry is allocating some funds for the purpose of repairing all those roads that are in disrepair in the next financial year. Our engineers are already on site to assess what it would cost to repair those roads.

Mr. Deputy Speaker, Sir, I beg to reply. The Government is in the process of formulating a fire safety management policy in Kenya. Among the objectives of this policy is to establish legal and institutional frameworks to promote and regulate fire safety in the country. It will also deal with issues of prevention, detection and protection, among others, in both private and public premises.

Mr. Deputy Speaker, Sir, we shall have this fire safety management policy so that we can cater for far-fetched areas like the ones he is talking about. But in the meantime, the Ministry of Local Government has already procured ten units of rapid intervention vehicles, fully equipped with fire-fighting appliances, expected to arrive in June, 2006. This equipment will be given to areas according to priority.

Mr. Deputy Speaker, Sir, that is why I have said that the Ministry has already procured ten fire-fighting vehicles. The Ministry has already carried out an assessment of the immediate needs of fire and rescue service equipment in 30 of the major local authorities and municipal councils. We will continue to purchase this fire-fighting equipment so that we are able to reach most of the important areas in this country.

Mr. Deputy Speaker, Sir, there were some groups which were trying to bring some fire-fighting equipment into this country. But at the Ministry of Local Government, we found out that, that equipment was very old and did not have the necessary back-up and spare parts. So, it would not serve the purpose.

Mr. Deputy Speaker, Sir, if the hon. Member heard me clearly, I said that the equipment is yet to arrive, but we have already procured it. The equipment will arrive in June and when it does, we will prioritise and distribute it to areas which need it the most.
