Basically, if you go through the amendment which was proposed by the Chair of this Committee, it is taking care of the interests of hon. Irungu. In addition, the Media Council will not be giving out licences. Licences will be coming from other authorities and the examinations and approval of the curriculum are always done by the Ministry of Higher Education and not necessarily the Media Council of Kenya. view

Member has a very good intention, the amendment seeks to provide for penalties for institutions that will offer courses that will not have been approved by the Media Council. We have the Commission for Higher Education, which normally approves courses to be offered by universities and middle-level colleges. So, we need to re-look at this amendment. view
