Emmanuel for this Bill. As he has said, the objective of this amendment Bill is to abolish the examination fee payable by candidates doing their exams in primary and secondary schools. As we debate this Bill, this directive has already been given by the Government and I am sure it is already being implemented. By us discussing it here, I believe by the end of the day we shall turn it into law and in future no candidate will be forced to pay examination fee. Hon. We cannot say that we have free primary or free day secondary education if students are still being forced to pay examination fees. They are forced to pay fees for schools management to employ more teachers. That is not free. Students in primary and secondary schools are still forced to pay fees for extra curricula activities so we cannot say that it is free. I believe that if the Government continues to increase capitation per child in primary and secondary schools, maybe, in a few years to come, we shall be pleased to hear that primary and secondary schooling will ...
