  • 11 Oct 2012 in National Assembly: Madam Temporary Deputy Speaker, I beg to ask the Minister of State for Public Service the following Question by Private Notice. (a) Could the Minister provide a list of all senior civil servants who have resigned from their jobs to contest for elective posts in the country? (b) What measures has the Minister put in place to ensure that the respective Ministries, parastatals and other Government bodies continue running uninterrupted before substantive officers are appointed to the affected offices? view
  • 11 Oct 2012 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I wish to thank the Minister for attempting to answer this Question comprehensively. When he answered this Question last time, he said that 115 officers had resigned. This afternoon, the list I was given was for 287 officers and while I was seated here, I was given another list of 33 officers. That means that the Minister does not have a full list of officers who have resigned. I would like him to assure this House when these positions are filled, that they will consider regional balance and gender parity. view

  • 10 Oct 2012 in National Assembly: Madam Temporary Deputy Speaker, a number of kilogrammes were spoilt during this period. Could the Assistant Minister tell us how many kilogrammes were spoilt? What will he do to compensate the farmers? view
  • 3 Oct 2012 in National Assembly: Mr. Speaker, Sir, I wish to thank the Assistant Minister for releasing Kshs7 million to every constituency. He has said that he released Kshs7 million in the first quarter of the financial year. In a year, there are four quarters, which means that the annual allocation for each constituency is Kshs28 million. However, in his response, he said that each constituency will receive Kshs15.7 million. Last year, each constituency received over Kshs20 million. Why is there a reduction from Kshs20 million to Kshs15 million per constituency in this financial year? view
  • 2 Oct 2012 in National Assembly: Mr. Speaker, Sir, the Minister is very much aware that this Government is undertaking quite a number of projects in the Ministries of Roads, Water and Energy. Much of the funding for these projects comes from donors. However, the way the Minister has answered this Question, it appears as if he is relying on funding from the Treasury. What has he done to ensure that he gets money from donors? view

  • 26 Sep 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. The list that the Minister has given contains names of 115 officers who have resigned. Indeed, 115 officers is a very big number bearing in mind that quite a number of them were Ambassadors, Permanent Secretaries and Chief Executive Officers of various institutions. As much as the Minister has said that there are some officers who are acting, could he tell us when these positions will be filled to avoid a situation where we have officers acting for many years or months without filling those positions substantively? view
