Mr. Speaker, Sir, indeed, the consumption of this illicit brew is widespread across the country. The other day, we lost two Kenyans in Iten, in Elgeyo/Marakwet County after consuming this illicit brew. Recently, we passed a Bill which was brought by hon. Mututho, which prohibits the consumption of illicit brews. What measures are being put in place to ensure that these illicit brews are not sold and people do not consume alcohol during the day?

Mr. Temporary Deputy Speaker, Sir, I stand to support this Bill. I would like to say that, indeed, many Kenyans have been blaming us, as Members of Parliament, by saying that we have watered down the Bill yet we are discussing this Bill here for the first time. We need to set the fact straight by saying that it is the Cabinet which reviewed the Bill before it was forwarded to Parliament; and not Members of Parliament. Thank you, Madam Temporary Deputy Speaker. I would like to support this Bill and in doing so, I wish to say that because of what has happened in the past, we need to thank the spy agency. I am one of the people who believe that they have done some good work. The failure has been on the Government. I believe that in 2007 and the years before, we used to have quite a number of tribal clashes in our country, I believe the spy agencies were able to gather the information and transmit it to the relevant authorities. Madam Temporary Deputy Speaker, indeed, the Assistant Minister has confirmed that, apart from one of the dams which is complete, all the other three are behind schedule. Could he confirm to this House the issue of variation in terms of pricing? Normally, when a project delays, there is some variation in terms of funding. Could he confirm how much money has been allocated for variations for the three dams?

What programmes has the Assistant Minister put in place to ensure that the business which are successful and the products by these youth are marketed abroad and within Kenya?
