Mr. Assistant Minister, that project is not complete. In my constituency and other constituencies, many of the projects that are funded under ESP are not complete. How much money have you set aside to complete the projects under ESP? view

In answering it last week, the Minister for Education did indicate that these schools which are over 20 are registered by the Government. He said before they are registered, they are normally required to give some proof of ownership. Since these schools were registered long time ago, and now that they have allotment letters which were given many years ago, could they use the same allotment letters to apply for title deeds? view

In answering one of the Questions by Members of Parliament, he said that once we write some letters to the Minister he should be able to review the rates or even waive them. I think that will be good for all institutions within forest land in this country. My point is that when this policy was being made, I do not know whether there were any consultations between the Ministry and the stakeholders. Is this Kshs2 billion for the completion of the ongoing projects or the Ministry will still give each constituency Kshs10 million for one fresh produce market? view
