  • 28 Mar 2018 in National Assembly: I mean DPP. I am sorry. You got me off-guard. It is true that I placed my card because I am a Member of the Departmental Committee on Communication, Information and Innovation. I stand to second the appointment of the PS for ICT. That is why my name appears on top of the list. Nevertheless, I support the appointment of Mr. Noordin as DPP. Thank you. view
  • 28 Mar 2018 in National Assembly: Hon. Deputy Speaker, I second this Report for appointment of Mr. Jerome as PS in the State Department of ICT. During the approval hearings, the Departmental Committee on Communication, Information and Innovation noted that the nominee had the necessary qualifications and extensive experience in the public service having worked with the Government for the last 21 years. He had worked in the Government Information Systems Service from the year 1997 to 2011, rising from an ICT officer position to Assistant Director of ICT hence gaining a lot of experience in the ICT sector. As the Director of Integrated Financial Management ... view

  • 21 Mar 2018 in National Assembly: Hon. Temporary Deputy Speaker, looking at the number of Members in the House, I believe and see we do not have quorum. Hon. Musimba has good contributions to make to this Bill. It is not fair that he speaks to an empty House. It is not fair that all the good points he wants to raise cannot be listened by Members who sit here to pass this Bill to law. I am the Vice-Chairman of the Departmental Committee on Information, Communication and Innovation. We have done a good job in looking at this Bill, which has 46 clauses. We invited ... view
  • 21 Mar 2018 in National Assembly: He can make his contribution, but let us give him another chance when the House is full. I am not standing here to say that there is no quorum, but to make an observation. view

  • 22 Feb 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. In support of this Motion, I would like to point out that one of the impediments to solving the housing problem in this country is the National Construction Authority (NCA). The amount of money NCA charges developers is too high and yet we do not know what they do with it. As we look at this Motion, I would like the Committee to get time and summon the NCA and get to know on what basis they charge what they charge and what they do with this money. As a developer, I have suffered ... view
  • 13 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this very important Motion which was brought forth by Hon. Wanyonyi. view
  • 13 Dec 2017 in National Assembly: We all know that we are a country that displays very high political energy and very low energy when it comes to matters that affect the lives of our people. We are talking right now about road accidents that have claimed so many lives in this country. These are issues that have been discussed in this House before and elsewhere in this country. Therefore, we need to be very radical in the way we address road safety. view
  • 13 Dec 2017 in National Assembly: I will look at road safety in three ways. One, we have very poor road designs. Our roads are poorly designed. I have had the opportunity and privilege to travel to a number of developed countries. I saw that countries are doing away with meandering roads. If you go to countries like Britain, Spain, United States of America (USA) or China, you see that they are doing away with meandering roads. I had asked about that sometime back. I was told that straight roads are very expensive. We are talking of deaths. So, cheap is expensive. We all know that. ... view
