They all emanate from Clause 4 where we point out very clearly and appropriately that we will consider those SMEs that will be registered at the counties. In Clause 8 of the Bill, we see that infrastructure, regulations and the basis for operationalisation will come from the County Secretary. Thirdly, it is based on lessons learnt. By way of supporting this Bill, I want to emphasise that we need to keep our eye on the regulations, as we look at the powers and authority that we give to the CS.
