  • 9 May 2019 in National Assembly: offering courses in tourism and hospitality, we use such miscellaneous amendments to enable a practice that is already taking place within standards to be included. If we were to look at the distinction between “miscellaneous” and “substantive”, substantive amendments would require that there be a very firm basis in a reality or an important meaningful change that we need to make. Therefore, as I express my reservations, I am in particular making reference to the amendment that relates to the Kenya School of Law. I am doing this from the perspective as an educationist and as someone who has served ... view
  • 9 May 2019 in National Assembly: So, I would want that any time we have opportunity to make miscellaneous amendments we deal with areas, as others have indicated, of semantics or maybe changing or adding a comma or just making reference, as has been done in several areas to existing Acts so that people would know and understand better. We need to be very careful in law making to perceive if there is any mischief, intended or unintended, that would in any way impede or affect those that the law is meant for. Therefore, I would want, as I make contribution, to indicate my very serious ... view
  • 2 May 2019 in National Assembly: Hon. Temporary Deputy Chairlady, I would like to address the issue as a Member of the Committee to indicate why the Chair is taking that direction. The fundamental issue the Committee faced was having harmony within the Act. The Committee spent a lot of time discussing what we are talking about in the House and the great damage that is caused by betting, gaming and other such acts. However, the Committee, given its mandate which it was operating with, was of the view that we would want to ensure that we sustain and retain harmony within the Act and see ... view
  • 2 May 2019 in National Assembly: I support the Chair and let Hon. T.J. Kajwang’ know that the Chair is not intimidating anybody. He is looking at the premise that informs all our amendments and seeing that if the same premise of getting harmony is seen not to hold, it would really not be worth talking about this amendment. view
  • 2 May 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I rise to support the amendment. view
  • 2 May 2019 in National Assembly: Hon. Temporary Deputy Chairlady, I have no interest on this matter. Therefore, the Leader of the Majority Party should not worry at all. I rise to support the amendments by the Chair. The electronic version of the Official Hansard Report is for information purposes only. • 23 Apr 2019 in National Assembly: Thank you, Hon. Speaker for giving me an opportunity to make a Statement. I would like to make a Statement on the rising cases of passion killings, adolescent suicides, sponsor syndrome, teenage pregnancies, absentee parents and parenting guidance. view
  • 23 Apr 2019 in National Assembly: Pursuant to Standing Order No. 43, I seek to make a Statement regarding rising cases of passion killings, adolescent suicides, sponsor syndrome, teenage pregnancies and absentee parenting in the country. It is of concern that the family has ceased to be a safe space with increasing occurrences of domestic violence with spouses, children and the elderly being attacked and killed. The youth are lacking role models and are sinking into a deeper sense of hopelessness and despair, low self-esteem, rejection and inadequate stamina or skills to face life’s challenges and rejection. This has led to rising cases of passion killings, ... view
  • 23 Apr 2019 in National Assembly: Hon. Speaker, it is against this background that the Government ought to intervene and take stock of preparedness, competence and skills of girls, boys, women and men to manage the gender role stress and gender role strains arising from the shifts in traditional gender roles at home, work and in the public and identify strategies, programmes, policies and legislation that can strengthen the family as the fundamental unit of society to tackle these challenges. view
