If we are not going to set systems straight from the word go, the composition in this Bill will not be achieved. The Bill forms the board of trustees where we are going to be drawing members from the CoG, the Public Service Board, county assemblies and trade unions. This will ensure that when all is said and done, my population of PLWDs are cared for. I am happy the Members will support my amendment.   • 3 Jul 2018 in National Assembly: I fully support the Bill. This is a new lease of life, which will ensure that in our 47 counties, the county employees’ retirement issues are well taken care of. We should have a retirement scheme in which the governor, the public service board, the MCAs, county executives and tea girls and cleaners belong. Junet, referred to age and indicated that when we look at the Senate, we tend to see them as being on the old angle. Article 11 of the Constitution talks about culture, while Article 10 talks about national values. We have the orphans and vulnerable children programme, the elderly, persons with disability and, now, the universal health programme, which will be in 12 countries. As I support this Motion, I would like to urge that we do not become a country that only comes up with very good programmes, but no implementation. Rather, we should ensure that we have adequate financial allocation and monitoring.
