  • 28 May 2015 in Senate: Mr. Deputy Speaker, Sir, I rise under Article 40 (2) (b) of our Constitution--- view
  • 28 May 2015 in Senate: Mr. Deputy Speaker, Sir, it is Standing Order No.45. It also touches on our Constitution, under Article 40 (2) (b). As the House is aware, there have been skirmishes in my county, in the south of Lake Naivasha which have led to destruction of property. This morning, the road to the south of the lake and to most flower farms was closed. The Maai Mahiu Road was also closed by residents who are annoyed due to the fact that a corridor leading to Lake Naivasha has been closed by a private developer. Mr. Deputy Speaker, Sir, this is not the ... view
  • 21 May 2015 in Senate: Madam Temporary Speaker, I want to bring to your attention the fact that the promises that have been given to the Statements sought here have been that they will be delivered after two weeks. However, I am aware that we will be going on recess from next week whereas you are talking about two weeks. I wanted to bring that to the attention of the House because if a Statement is being sought and it is urgent in nature, then the period is supposed to be shortened. view
  • 19 May 2015 in Senate: Thank you, Mr. Speaker, Sir. Let me, for once, thank the Senator for Mombasa for bringing to the attention of this House the issue touching on hospitals--- view
  • 19 May 2015 in Senate: Mr. Speaker, Sir, thank you for your protection. Issues touching on hospitals are devolved. The House that is supposed to discuss such issues is the Senate. So, we are the people who can recall a function. Therefore, I feel that the challenges that are facing the sector are the same ones that our House is facing, in that it is the first time that the Governors are handling issues touching on hospitals and other challenges that they are facing in the implementation of their various roles in the counties. view
  • 19 May 2015 in Senate: Mr. Speaker, Sir, this House, therefore, is very keen and capable. We are the ones who can recall a function like that. Thank you, Mr. Speaker, Sir. view
  • 19 May 2015 in Senate: Mr. Deputy Speaker, Sir, I rise to support what the Senator has talked about. I am a victim of the same report by Infotrak. When we look at the sampling that was done of about 2800 people in 47 counties, that translates to 60 people per county and that cannot give a proper indication as to the performance of a Senator. I believe that there are better days - the other day the President of the nation said that newspapers are The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report ... view
  • 9 Apr 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I would like the Senate Minority Leader to make a clarification because it appears like he is misleading the House. The Constitution talks about a percentage of the last audited accounts, and that is exactly what has been quoted here. view
  • 9 Apr 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to contribute to this very important Bill. I would like to specifically thank the Committee on Finance, Commerce and Budget for realizing that Kshs4.4 billion Emergency Fund was necessary. The fact that governors said they were satisfied without it shows that what Sen. Mositet said is true; that they should ensure that before they conclude on these figures, the Senate is consulted. I would also like to thank the Committee for ensuring that the figure for Level 5 hospitals was adjusted by Kshs1.5 billion. We cannot over-emphasize the fact ... view
  • 24 Mar 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I rise to object to the sentiments that have just been uttered by the Senator for Kakamega. It is on record that the Senator for Nakuru County has someone else, who is not from his tribe as his county manager. It is, therefore, not right for him to impute that there is tribalism in almost the entire Jubilee Government. It is really not right. It is important that he makes clarification on that. view
