Hon. Temporary Deputy Speaker, I am glad to contribute to this Finance Bill. However, I am saddened by the low turnout of hon. Members as we debate this Bill. This particular Bill is just as important as the Budget itself and we would have expected to have more contributions. I support this Bill because it broadens the revenue base. exempted while the person earning little is not exempted? The removal of that exemption from paying Excise Duty or whatever other tax by virtue of being a State officer is a good thing. Premiums are paid for insurance which in many cases have been diverted to retirement benefits. This, by any language is tax evasion. You do not pay directly, but you hide certain proceeds that should go to certain people in form of insurance premiums which they will eventually enjoy at the end. The Bill, as it is, is pretty good. I am not saying that it cannot be improved, but for starters, it will help us to achieve most of our objectives. It will create equity among the citiznes, so that you do not have any special class of citizens who can, at their leisure, run away from tax. I support.

I would like to say that the problem he is experiencing in Dandora and the larger part of Nairobi County which include solid waste disposal, liquid waste disposal and to a big extent the noise--- Considering that we have the UNEP Headquarters in Gigiri, Nairobi, I suggest that it should join hands with NEMA and the relevant Government departments like the Ministry of Health and the Ministry of Environment, Water and Natural Resources so that they come up methods and structures of these wastes can be managed.
