As a Committee, in our oversight role, we visited all these national referral institutions and engaged the staff and management in depth over what is happening in those institutions. We did not go and sit in the boardroom only. We visited everywhere in those institutions, from the kitchen and the wards up to the mortuaries. The Committee has come up with this Report.   • 26 Jun 2019 in National Assembly: effected. That is why staff in those institutions go on strike. A CBA is negotiated, money is not appropriated and, therefore, you get into problems. I would not like to contribute for long, but who is to blame for all the problems which are occurring in our national referral hospitals? There are two main culprits. The first one is the Ministry of Health and the second one is this House. Why do I say this House? We are not appropriating funds to these institutions. When will the Ministry pay the retirement benefits and gratuity dues to Mrs. Philomena Chebiwot Chemitei, of Personal No. 21617 who retired from Public Service in February 1990 and her last posting was the Ministry of Agriculture where she worked since 1971? I would like to ask Question No. 112 of 2019 to the Cabinet Secretary for Transport, Infrastructure, Housing and Urban Development: (i) Is the Cabinet Secretary aware that the expansion and rehabilitation of a 20-kilometre section of the Iten-Bugar Road to bitumen standards was completed in December, 2016 and that persons affected by the expansion of the road have not been compensated to date? (ii) What measures is the Ministry putting in place to ensure that those affected by the project are compensated and when will the compensation be effected? view
