  • 4 Dec 2018 in National Assembly: Hon. Speaker, I would like to ask Question No.191/2018 to the Cabinet Secretary for Agriculture, Livestock and Fisheries. When will the Ministry pay Mrs. Philomena Chebiwot Chemitei, of Personal Number 21617 her retirement and gratuity, having worked in the Ministry since 1971 until her retirement in February1990? view
  • 4 Dec 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to second this Motion on the Report of the Departmental Committee on Health on the Kenyatta University Teaching and Referral Hospital. As it has been said, we went to Kenyatta University at the invitation of the Vice- Chancellor to see and assess the progress of this hospital. On our arrival, just after entering the hospital, we were very impressed as a Committee. This was a complete hospital. The workmanship was very impressive. In terms of infrastructure, you cannot compare it with any other hospital around. As a matter of fact, if somebody ... view
  • 4 Dec 2018 in National Assembly: sees the Kenyatta University Teaching and Referral Hospital and the Nairobi Hospital, he would think that the Nairobi Hospital is a nursing home. It is a beautiful hospital. When we went inside to various areas and toured the hospital fully, we saw a hospital which is fully-equipped. The wards and clinics are fully equipped. Other departments like radiology, the laboratories, the renal unit and the ICU are all fully-equipped. This is a fully-equipped hospital. The cost was just Kshs8.7 billion. If other departments were given an opportunity to do that, knowing Kenya, that hospital would have cost over Kshs100 billion. ... view
  • 21 Nov 2018 in National Assembly: Thank you, Hon. Deputy Speaker. My Question is directed to the Cabinet Secretary for Transport, Infrastructure, Housing and Urban Development. What action is the Ministry taking to reduce the high number of road accidents reported along Iten–Kabarnet Road, and in particular, at Kolol area, where a total of 13 accidents leading to six deaths have occurred in the last 10 months? view
  • 23 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to put my voice to this Bill and also give my views. This Bill, on the face value, looks very good. When you look at this Bill, you would think it is the solution to our problems. However, there is something that we should not forget. Hon. Members that have contributed have said it has worked in many countries such as Brazil and India, but those are other countries and this is Kenya. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of ... view
  • 23 Oct 2018 in National Assembly: This idea of copy and paste simply because others are doing it is not the right way to go. In Kenya, our biggest problem is corruption. Even at one time, the late President Nyerere said that Kenya is a man-eat-man society. I think he was right to some level. With this man-eat-man society, I would have been convinced that we should pilot it with what we have. The NCPB is a problem. It is a Government institution, which we could clean up and start piloting to see if the system being proposed can work for us. I think we are ... view
  • 23 Oct 2018 in National Assembly: I am a maize farmer. What assurance can I have that when I take my maize to a warehouse, leave it there and get somebody to sell it for me, I will get value for it? A farmer will put his harvest in a warehouse. Cartels will cheaply import maize - like they did this year - into the warehouse. What will happen to that farmer’s maize? The farmer’s profit will drop. So, this thing, as I said before, looks very good, but… I know there will be other challenges concerning regulations. Insurance, I know, is a disaster even though ... view
  • 23 Oct 2018 in National Assembly: With those few remarks, I support, but with those many reservations. view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman for giving me this chance to contribute. I also support the allocation of these funds to the NIS. It plays a critical role in our country. I want to challenge them to pull up their socks. view
  • 3 May 2018 in National Assembly: Hon. Deputy Speaker, I have not even opened my mouth. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
