  • 30 Jul 2024 in Senate: Thank you, Mr. Speaker, Sir. I rise pursuant to Standing Order No.52 (1) to make a statement on a matter of a countrywide and general topical concern, namely the need to recruit additional National Police Reservists (NPRs) in the banditry prone areas of Turkana County, particularly the areas along the international and internal border areas in Turkana East and Turkana South sub-counties. These areas have regrettably been overrun by lawless bandits who have orchestrated numerous tragic raids against residents and committed heinous killings. Turkana County has a long-lasting history of inter-community raids with its neighbours, a situation that has metamorphosed ... view
  • 30 Jul 2024 in Senate: (iii) Rapid response - Their immediate availability allows for quick response to banditry attacks and enhances security in vulnerable areas. (iv) Community trust - NPRs being members of the local community, can easily build trust with locals, facilitating intelligence gathering and cooperation in maintaining security. • 8 May 2024 in Senate: Mr. Temporary Speaker, Sir, I would like to thank the Cabinet Secretary for what he has submitted. It is true that the security officers in Kainuk, Turkana South and Turkana East are doing good work. However, I want to inform the Cabinet Secretary that the officers in Turkana South, who are securing the A1 Road have the biggest challenge. When they want to confront the bandits or the highway robbers, the highway robbers hide themselves in the bushes along the feeder roads. There are feeder roads from Kainuk to Loiyapat and from the wildlife reserve to Kakong. During the rainy ... view
  • 30 Apr 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir, for this opportunity. I stand to support this Bill from the Committee on Finance and Budget. Mr. Temporary Speaker, Sir, the Senate is not the problem. We always allocate funds to the counties, but the problem is with the counties.
