However, I want to tell them wherever they are that they cannot compete with this House. This is a supreme House and it is self-contained. Speaker, devolution is not taking money to the headquarters of a county to remain there and devolution is not taking money to the governors so that they can use it the way they want, devolution is solving the needs of the people.
