That comprises Kshs7.535 billion for leasing of medical equipment and supplements to the construction of county headquarters and Kshs32.342 billion as additional conditional grants to county governments from proceeds of loans and grants from development partners. Those conditional grants were reflected in the Division of Revenue Bill as memo items, which served as additional information to disclose allocations to county governments besides the equitable share allocation.
