Speaker, given that the revenue shared are projections, it creates a fiscal risk that could necessitate borrowing, and the national Government budget implementation process will be negatively affected. Ideally, any revenue shortfall should be shared equitably between national and county governments. Hon. Hon. Speaker, thank you for this opportunity. I want to clarify because the former Leader of the Majority Party said there is no criteria. I want to clearly state that even in our statement, we have said that the ones that have been identified are the ones that did not inherit adequate facilities from the defunct local authorities. So, it is specifically for the ones that did not inherit. So, there is a criterion.

Temporary Deputy Speaker, I beg to move the following Procedural Motion: THAT, notwithstanding the provisions of Standing Order 120, this House resolves to reduce the publication period of the Division of Revenue Bill (National Assembly Bill No. 7of 2021) from seven days to one day. I beg to move. The reason we are doing this without, of course, anticipating the recess that we will proceed to, we would really want to process the Division of Revenue Bill before we proceed for the short recess. Therefore, that is the reason we would want to shorten that period. Thank you.

THAT, this House adopts the Report of the Budget and Appropriations Committee on the 2021 Budget Policy Statement and the Medium-Term Debt Management Strategy, laid on the Table of the House on Thursday 4th March 2021 and: (a) approves the 2021 Budget Policy Statement and the Medium-Term Debt Management Strategy. (b) resolves that the Budget Policy Statement so approved forms the basis for the introduction of the Division of Revenue Bill, 2021; and (c) further makes the policy resolutions as contained in the Report.
