  • 3 Dec 2020 in National Assembly: Overuse of Article 223 of the Constitution, does not only undermine the credibility of the budget process but also the role of Parliament in the budget- making process. This House is aware of the efforts we put in processing the Budget and to have all this effort undone through the Supplementary Budget process undercuts the role of Parliament. view
  • 3 Dec 2020 in National Assembly: Hon. Deputy Speaker, the revenue performance is below target as reported in the Quarterly Economic Budget Review that was read in this House a few days ago. This means that the expenditure approvals will have to be met from either additional borrowing or expenditure cut. The National Treasury indicates that they are reviewing the performance of all Ministries and will be making proposals through the Supplementary Estimates. Given the amount of expenditure incurred and that these expenditures affect a number of Multiple Discriminant Analysis (MDAs) the Committee would like to table this schedule to this House and recommend that it ... view
  • 3 Dec 2020 in National Assembly: departmental committees to critically look into so that by the time we will be making the final Motion in regard to this, we will have properly interrogated the documents that were presented to us. With those remarks, I beg to submit. Thank you. view
  • 3 Dec 2020 in National Assembly: Yes, I do. It cuts across. There is Hon. Koinange’s Committee which is handling the metropolitan services. There is Interior, Defence, Transport, Education and Treasury, to be handled by the Departmental Committee on Finance and National Planning. Health and Housing is under Transport. Thank you, Hon. Deputy Speaker. view
  • 15 Oct 2020 in National Assembly: Thank you Hon. Speaker. I rise to give a status report on the legislative proposals referred to the Budget and Appropriation Committee (BAC). Hon. Speaker, I am happy that you have given a ruling. It is as if we read your mind. We had prepared a report from BAC. It will be brief because we have had quite a number of legislative proposals coming to the Committee and Members were sometimes complaining that BAC is the deathbed for legislative proposals. However, I am happy that we have processed quite a number of them. Hon. Speaker, Article 114 of the Constitution ... view
  • 15 Oct 2020 in National Assembly: proposal affects the current and future budgets and may include implications on tax measures. It considers the views of the Cabinet Secretary, National Treasury and holds discussions with the Member sponsoring the proposal before making a decision. Hon. Speaker, at times, the Committee defers making its decision awaiting to receive comments from the Cabinet Secretary, National Treasury while, on other occasions, the Members sponsoring the legislative proposals are not available. Hon. Speaker, in this regard, since the commencement of the 12th Parliament, the Budget and Appropriations Committee has processed 142 legislative proposals of which 117 were processed from January, 2018 ... view
  • 15 Oct 2020 in National Assembly: Hon. Speaker, I would like to inform the House that when a legislative proposal is referred to Budget and Appropriations Committee and it has financial implications, we must make decisions as to whether it should proceed and how it should be financed. Already, the macro framework was decided in this House for the next three years and thus, the overall resource envelope is restricted. Thus, some legislative proposals must be rejected on account of lack of resources. After all, the Legislature does not legislate in vain and if the legislative proposal requires billions of shillings, then that proposal must wait ... view
  • 6 Oct 2020 in National Assembly: Hon. Speaker, I beg to lay the following Paper on the Table of the House: The Report of the Budget and Appropriations Committee on its consideration of the County Allocation of Revenue Bill 2020. Thank you, Hon. Speaker. view
  • 6 Oct 2020 in National Assembly: Thank you, Hon. Speaker. By your indulgence I can relax my mask. I beg to move that the County Allocation of Revenue Bill (Senate Bill No.7 of 2020) be now read a Second Time. In a matter of introduction, Article 218(1)(b) of the Constitution provides for the introduction of the County Allocation of Revenue Bill in Parliament to divide revenue raised nationally and allocated to the county governments through the Division of Revenue Act among the 47 counties. In line with Article 187(2) and 202(2) of the Constitution, the County Allocation of Revenue Bill has also made provision for conditional ... view
  • 6 Oct 2020 in National Assembly: of Revenue Bill has shared these funds among the counties. In addition, the Bill provides for other allocations to county governments in form of conditional grants. The proposed total allocation going to county governments, therefore, for the current 2020/2021 Financial Year, stands at Kshs369.87 billion. It comprises of the equitable share the Senate and everybody keeps talking about; the Kshs316.5 billion. There is also the Government of Kenya grants which many Members do not pay a lot of interest in, which is Kshs13.73 billion. There is also the Roads Maintenance Fuel Levy at a factor of Kshs9.4 billion. Also, there ... view
