The Service shall ensure that the appointment of its staff reflects the ethnic, gender and regional diversity of the people of Kenya. It is well entrenched in the Constitution. But we said that it is important, for clarity, for it to be taken into consideration. We have seen other agencies, though it is clearly stated in the Constitution, not considering these factors sometimes. So, we said that it should be clearly stipulated. view
