Thank you, Hon. Speaker. I rise under Standing Order No. 35. Going by the mood of the House and also considering that we also have another opportunity to deal with this matter after mediation, can the Mover be called to reply?

Thank you so much, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this very important Motion. From the outset, I support the Report and I want to thank the Committee on Administration and National Security, led by my good friend, Hon. Koinange. Of course, they did it together with the Senate. According to the Order Paper, this Statement is sought from the Cabinet Secretary for Industry, Trade and Co-operatives but it is written here that the reply should be before the Departmental Committee on Finance and National Planning. Since Parliament is a House of records, we would want to know exactly where the answer will be given.

Thank you, Hon. Speaker, for giving me this opportunity to second this important Bill. Because we have not met before, I take this opportunity to wish you a happy new year, together with my colleagues. We are back from recess. I saw somewhere in some of the analysis by some panellists saying that Members of Parliament are on holiday. It is very important to say that when you are on recess, you are given an opportunity to go back to The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be ...

As I second this Bill, I want to say that it was tabled on 17th July 2018. As it is normal practice, we had to do public participation. We placed an advertisement in the newspapers on 7th July, 2018. Unfortunately, we only received one reply via email from one James Robert Sakwa. We felt that it was not sufficient. Getting only one response and yet this is a very important Bill, we felt ...
