  • 13 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. As I was saying, we need to interrogate where some of these amendments are coming from because if the Executive said they do not own them, and the Chair and the Committee as well, then we should ask ourselves a fundamental question, who is seeking these amendments? These are fundamental changes in our Acts. I know the Statute Law (Miscellaneous Amendment) Bill has many Acts which it intends to amend but the one relating to the SACCOs Act and the Cooperatives Act, as the Chair, I want to clearly and categorically say that as ... view
  • 13 Nov 2018 in National Assembly: As I conclude, moving forward, I think it is upon Members of Parliament to make a decision. I also hope other Committees were able to go through these amendments with a tooth comb like we did to avoid cases of amendments being sneaked in. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 13 Nov 2018 in National Assembly: However, there could be some good things in this. Kenya has become a gambling country. It is a betting country. We now literally believe that we cannot achieve what we want to achieve in life unless we bet. Children are betting. We are now more focussed on getting more revenue from the betting companies as opposed to dissuading people from betting and, secondly, encouraging people to work hard. You do not work hard by betting. We cannot grow this country by betting. There is no investment in betting. Even the other day we amended the law to make sure we ... view
  • 13 Nov 2018 in National Assembly: Moving forward, as much as we are getting some revenue from the betting, we need to dissuade this craze that is in the country. People are not working any more. They just sit somewhere in an office or a house and bet with, say, Kshs20 or Kshs30. It has become so enticing that even school-going children are doing it. I was even shocked to see my own colleagues here in Parliament participate in betting. If it has gone to that level then definitely there is a problem. view
  • 13 Nov 2018 in National Assembly: I register my reservations about this Statue Law (Miscellaneous Amendments) Bill and at the opportune time during the Third Reading, definitely we will bring our Report as a Committee rejecting all these amendments that were brought forth and disowned by the Ministry. Thank you so much, Hon. Temporary Deputy Speaker. view
  • 7 Nov 2018 in National Assembly: Hon. Temporary Deputy Speaker I beg to second this very important Bill. view
  • 7 Nov 2018 in National Assembly: At the outset, I support the Leader of the Majority Party who has clearly said that this Bill was with us in the 11th Parliament and went through the process in the National Assembly but “died” in the other House, as we are told. We hope this time round it is not going to die there again. We are going to do our part and make sure we forward it as soon as possible. view
  • 7 Nov 2018 in National Assembly: We have had a number of amendments coming through the SACCOs. There was a time we said that we should consolidate all of them and have one comprehensive amendment Bill coming to the Floor, owing to the fact that we have a new Constitution which we need to align our Acts to. This Bill has four lines it intends to cure. The first one is deposit-taking. When the word “SACCO” is mentioned what comes to mind of many Kenyans especially now with the emergency of matatu SACCOs is a business that is not regulated and or a sector that does ... view
  • 7 Nov 2018 in National Assembly: Since the introduction of the prudential regulatory framework for the deposit-taking SACCOs (DTs) in 2010, concerns have been raised relating to the usage of the name “SACCO” or “SACCO society” within the larger cooperative sector. In particular, a lot of concerns have emerged relating to the extent to which DTs which are licensed and prudentially regulated can be distinctively and uniquely distinguished from other cooperative societies including other Non- deposit-taking SACCOs (NDTs). The NDTs are not part of this. These concerns are born out of the fact that many cooperative societies have been invariably using the name “SACCO societies” to ... view
  • 7 Nov 2018 in National Assembly: Societies Regulatory Authority’s (SASRA) jurisdiction, mandate and whether it extends to such entities like matatu or PSV SACCOs. It will be clear that whenever those SACCOs which are not deposit-taking have issues, it is not the Authority that is supposed to deal with them but other entities. Indeed, it is this competitive business edge that NDTs and other forms of cooperative societies clamour for and ride on when they use the name “SACCO” or “SACCO society" which is born by general public perception that the entire SACCO society segment is prudentially regulated. With this amendment, we will not have the ... view
