My intervention is with regard to Order No.12, which is a Motion by the Departmental Committee on Defence and Foreign Relations on the Protocol to the Constitutive Act of the African Union relating to the Pan-African Parliament. We need to undertake further consultations on the same and for that reason, we wish to withdraw it from the Order Paper this afternoon.

We are not only taken aback, but quite perplexed because the mandate of committees, treaties, agreements and bilateral and so on fall squarely under the Departmental Committee on Defence and Foreign Relations. We have made several requests about this matter, for example, when we see the Committee on Transport, Public Works and Housing dealing with bilateral agreements and so on. Temporary Deputy Chairman, given that most militaries around the world are driven by military industrial complexes, and are involved in development to improve the weaponry and equipment used in the field, it will only make sense and give impetus if we involve our own KDF. I am aware that they undertake their own research. They also have production facilities in the name of the Kenya Ordinances Factories Corporation.
