Despite the improvements we have had in health 2003 and 2008, one area which has remained unaffected and the data has been bad is maternal mortality. Therefore, it is necessary for this area to be emphasised so that we can look at the issue of maternal deaths. the first time has an African elected as the Director, that would be the rule. We agreed on the need to vet the Director-General because he or she holds such an important role in the country and the people’s representative in Parliament should have a hand in his/her appointment. There shall be established in Clause 19 in respect to every county a county executive department responsible for health. This has been done and structures have been put in place. If we move forward and look for universal healthcare through insurance where the insurance cover will pay for you whether you go to a public hospital or a private institution, it is important that health facilities are classified as private or public in a uniform way by what they do and the services you get at what level. There was fear that if we move them so that Level 5 goes to Level 6 then it will move to the national Government. We addressed that and said that that is not compulsory. All in all, this is an important Bill. The agreement between the National Assembly and the Senate is a great way forward. I beg to second and request our Members to support it. I also request the Senate to pass it so that before this Parliament adjourns sine die, we have this law for the people of Kenya.
