28 May 2013 in National Assembly:
This is the second time we are seeing this. When we were conducting a vetting exercise last time, we also had a lady on whom we had an argument; we read exactly how the Committee has presented the facts; they clearly lead to where they intended to go. When you reach the decision of the Committee, it is inconsistent with the facts. Hon. Temporary Deputy Speaker, Sir, what we are seeing here--- Look at this and at the last page; there are four issues that you find the Committee is not satisfied with; the nominee holds an opinion inconsistent with ...

I am saying it is likely. I think that is the issue that we are having.

We are going to the next. You must allow people to express their opinion. The next point is that the Committee observed that whereas the nominee demonstrated understanding of administration and management---

28 May 2013 in National Assembly:
Exactly! Hon. Temporary Deputy Speaker, this is something that has come from the JSC; but if you want to argue that anything that come from the JSC and is presented here, we cannot say anything, then there is no need for anything to come from the JSC and be presented in this House. So, whatever it is they have, I think this house still has a right to comment it. We have a right to look at the succession plan. So, the next point is that the Committee observed that whereas the nominee demonstrated the understanding of administration and management, ...

23 May 2013 in National Assembly:
Thank you, hon. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this Motion. Fishing is an industry with a big potential for economic growth, particularly around the lakes and the coastal areas of this country.

23 May 2013 in National Assembly:
Hon. Temporary Deputy Speaker, Sir, so far, there has not been adequate support. There have been no bonds as you find in the tea, coffee and the sugar subsectors. There are no existing extensions, particularly as regards fishing around the lakes. In the last one or two years, there have been a lot of activities from the Ministry concerned, but this has to a large extent been in fish farming in ponds. As a result, there is a lot of poverty in the fishing areas around the lake. This is associated with diseases. If you go to the beaches, there ...

22 May 2013 in National Assembly:
Thank you. I have really queued. I started when it was ten minutes, five minutes and now three minutes. Others may be getting one minute. This is an extremely important Motion and I think wildlife is our greatest resource in this country. It is the main driver of tourism, which actually is our main foreign exchange earner. So, I really wish to support any measures that will protect wildlife and, therefore, enhance our tourism. All the hotels and the employees in tourism actually, their main driver is wildlife, the big five and all other animals. Anything that threatens wild animals, ...

22 May 2013 in National Assembly:
In my constituency, Seme, in the last one year, three people have been killed by crocodiles. I know there have been complaints, and so far nothing has been done by KWS. What we are talking about here are organized groups that threaten wildlife and,

21 May 2013 in National Assembly:
Thank you, hon. Speaker, Sir, for the opportunity to address myself to this Motion that seeks to have agro-based parastatals transferred to county governments. I also wish to take this opportunity to just look at the debate that has just ended. When I decided to get into politics and I chose to vie for a seat in the National Assembly, even with my known limited legal mind, I read the Constitution as a lay man; it was so clear to me that the National Assembly is actually the senior House It, therefore, beats logic that those experienced lawyers in the ...

21 May 2013 in National Assembly:
Let me now address myself to this Motion. Kenyaâs economy is to a large extent agro-based. Our industrialization, to a large extent, is going to be based on agro-industry. The huge unemployment that our youths face is to a large extent as a result of how we use land, particularly how we grow our agro-industry. We have decided, as a nation, that we are going to have a devolved system and counties. There is no doubt that the counties will need a lot of resources. Already, many governors are lamenting that they may not have enough resources. I, therefore, support ...
