  • 6 Jul 2016 in National Assembly: We realise that fishing function is now a county function. Therefore, as the Government has to put on policy because policy is key, governors have to come in, work together with the national Government in improving the production, the sale and the safety of fish that we eat in this country. With that, I support this Motion. view

  • 6 Jul 2016 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker. I stand under Standing Order No.95. view
  • 6 Jul 2016 in National Assembly: This question has been canvassed and despite all that has been said, people seem to agree and support it. I propose that we call upon the Mover to reply or the Question to be put. view
  • 6 Jul 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support this Procedural Motion. I must say two things. One, the most important thing that has come out for this country in this Session is the Joint Parliamentary Select Committee which we put in place yesterday and today. I want to appeal to the Members of the Committee that as they go into action, there should be sincerity and honesty on both sides of the House. People may take it lightly, but if we work on that Select Committee with sincerity, honesty and integrity with the desire to save this country, we will ... view
  • 6 Jul 2016 in National Assembly: I am surprised this afternoon because this is the first time I noticed official filibustering coming from the Chair of the Speakers. I cannot understand why during this last Motion of selecting Members, people were allowed to say the same thing. Initially, it appeared that it had The electronic version of the Official Hansard Report is for information purposesonly. • 6 Jul 2016 in National Assembly: ended, but people raised very emotive issues and they were encouraged to talk more and more. In the end, we literally lost direction. So, we are going on recess without our side putting Members in the Committee that is very important at this point. If that was the plan, we need more sincerity. I do not believe what people believe that politicians cannot be trusted, are not honest and that one day, they say this and another day, say something else. We must start changing that view to the fact that politicians can be people of integrity. People said that ... view
  • 28 Jun 2016 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me the opportunity to support this Motion. The basic reason I support it is that it is politics that have made East Africa to have several countries, but East Africa is one unit. For many years before Independence, we lived as one people even with different Governments. We had the same university, railway, harbours and road network. We had the same currency, the same medical research institution, the same maritime research institution and the same airline, but we split them. It is time we went back and the efforts that are coming to ... view
  • 28 Jun 2016 in National Assembly: about the health of plants and what affects sanitation of the health of plants. So, what we are talking about here is to a large extent disease control, be it human disease, animal disease or plant disease, and food safety. If you look at that within the East African Region, there is no way you can have control measures for those issues separately. Some of you may remember not long ago we had the Rift Valley Fever across East Africa and if you wanted to control it, you were to do that regionally. The control of trypanosomiasis has always been ... view
  • 23 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving an opportunity to contribute to the Kenya Roads Bill, 2015. I support it because roads are a key component of our development. We cannot do any trade or movement whatsoever without roads. If we can improve our road network, issues of some areas being remote and marginalised will not be there. Opening the East African region in the old colonial days with the so called “lunatic line” made such a big difference that perhaps people who were calling it the lunatic line were lunatics. The previous Coalition Government focused on roads and ... view
