To say that a doctor should treat a person regardless of whether or not he or she will be paid is not right. We can put that in law, but nobody will take care of those who need emergency care. Clause 7(2) provides for funds that will be paid to emergency care providers. Without that amendment, we can put this provision in law, but it will not work. view
