Several Members have taken it that when we say that we must pay, we are saying that patients must pay before they get emergency care. What is proposed in the Bill and what we would want to say is that we must have a social health insurance that ensures universal access to treatment. In issues like mining and such industries, sometimes, you find that some of the processes may actually be harmful to the members of the community. Drought is a reality and with the climate changes, we expect it to spread. Therefore, the desire to have this and to have it quickly is important. However, there are two issues at hand. If you take education, for example, where you say early childhood education is a county function while the rest is a national function, it becomes clear that when you are planning early childhood education, you must link it with what is happening in primary schools.   • 21 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairman, on Clause 34 on that day, I said that the operational words were “false” and I do not wish to withdraw that. The Press must be given the right to say anything that is happening but it should be true. If it is false, I still will stand with the position that in that case we really do not need to actually delete this clause. Clause 34(a) says:- “publishes any false or scandalous libel on Parliament, its committees or its proceedings”. The only thing I may want to amend there--- view

Temporary Deputy Chairman, this is so important for this country and that those who think differently, even in minute detail, should also be heard because the majority will have their way but the minority should have their say. Therefore, I would have proposed a further amendment in sub-clause (a) which would say: “false and scandalous” because if we use the word “or” then it may mean that it can stand on its own. view
