26 May 2015 in National Assembly:
I have looked at the clauses that they have agreed on. For instance, if you are talking of the membership of a board, I do not see how you can replace the Attorney- General with a representative from the Council of Governors. The functions and role of the Attorney-General in this are absolutely different from that of the Council of Governors. Again, as other Members have said we must appreciate that policy and standards still remain with the national Government. Many times you hear people saying that a certain function has been devolved and the national Government has nothing to ...

with it, but we must remember that whereas we have the county governments and the national Government, we have one nation and we keep the same standards. Therefore, it is important that policy and standards are universal. That will be the criteria and the standards that we apply when we check how our devolved functions are going on. I am very happy that they looked at the representation in the committee. Committees need not be very large. Therefore, having one person representing an organization, or an authority is adequate, so that we can have minimum membership. This will reduce their ...

26 May 2015 in National Assembly:
The issue of the civil society should have been looked at differently. The civil society is very important in reminding people in authority, namely the Executive, the Legislature and even the Judiciary, that things need to be done in a certain way, particularly with regard to timelines in our new Constitution. That should have been dealt with separately. We need to find out how we can get the civil society into the law. If it has been passed, we can still do it administratively.

I also appreciate the fact that they have agreed on the action plans and the way the action plans are to be prepared. This is probably the most important thing in anything that we do. We can pass laws and policies, but if we do not have action plans, or reports to tell us what has happened, then all of it comes to nil. I dare say that even the big problem that we are having in security has something to do with action plan and co-ordination.

Hon. Deputy Speaker, if they have looked at the two areas of action and co-ordination, they have done a good job.

29 Apr 2015 in National Assembly:
Thank you, hon. Speaker. I rise to second the Motion that has been proposed by the Chair of the Budget and Appropriations Committee. As our able Chairman has indicated, we found that there were some expenditure that were being proposed as extra expenditure that did not indicate where the source of the funding would come from. As we indicated, this is a great concern because obviously if there is no source of funding within the country, the only possible way is debts. This is a way of actually increasing the debts within the limits that we accept but they were ...

29 Apr 2015 in National Assembly:
has created a problem where some staff members were viewed as school children while they were working and providing services. Going forward, I think there is need in such areas to look very carefully at what the changes mean to the human resource. You have noticed it is the same thing that is causing all these problems even at the county level, with strikes everywhere. That is an area that those concerned at the national and county level should look at. They should look at the movement of these people, recruitment and training. That is important. As I end, we ...

29 Apr 2015 in National Assembly:
Thank you, hon. Temporary Deputy Chairman. I support this deletion because once you open a window and you give it to the Authority then it will make decisions and there are no criteria. Therefore, I support this. But I would like clarification on Clause 114(d) and (e) because those two areas are very specific situations. Otherwise, I support the deletion.

29 Apr 2015 in National Assembly:
Hon. Deputy Speaker, thank you for giving me the opportunity. I also feel that this should not be happening. Hon. Members should not be sitting here, expecting to discuss a matter only to find that nothing is happening. Is there a way through which the Office of the Clerk and the House Business Committee can communicate with hon. Members, so that one can know in advance, for instance, that his Motion is slated for debate tomorrow? If it is known that the Member will not be available tomorrow, his time will be allocated to somebody at the House Business Committee ...
