There were many parts of this Bill that needed not to be there because they were picked from other laws that are in existence. My concern is that the publication scrutiny process in our system did not work well. This came from the Attorney General’s Office; it went through the Law Reform Commission and the Commission for the Implementation of the Constitution. How is it that the Bill went through all these bodies and the flaws were not noticed? Thank you, hon. Temporary Deputy Speaker. I stand to oppose the Motion as it is. Ranking in principle is good for competition. However, that competition must be on a level playing ground. Internationally, there are ranking criteria in place. Universities are ranked, but we look at the criteria that are put in place. We should look at the infrastructure, extra- curricular activities and the student to teacher ratio. You cannot take a school where the student to teacher ratio is almost 1:1 and rank it with a school where the student to teacher ratio is 1:20. That does not work. ...

Hon. Temporary Deputy Speaker, we know of schools which force children out of schools if they do not attain a certain grade. This is merely because they will bring the ranking of the school down. In the end, we come out with products of rote learning. We cannot allow the ranking as it is. I had an amendment that was shot down, and I wonder why, where we must take into consideration all the factors. we have particularly for old people where I would recommend that we increase the age and cover everybody beyond that age limit. That will take us a long way. The Uwezo Fund where we have also put more money is an important adjunct to these social safety nets because it makes both the youth and the women able to indulge in economic activity and, therefore, support themselves. domestic violence. For a long time, domestic violence has been considered as an internal or a family thing. Therefore, people may know and neighbours may know that something is going wrong; children suffer, women suffer and other people suffer but nobody does anything. If you remove that, then you are removing the impetus for those who have information to give it and protect and save people who are suffering. So I oppose the others except “a” and “b”.

Hon. Temporary Deputy Chairman, it is not just reordering. The Children’s Officer and the church have been excluded. That is what I note there. The whole essence of this Bill is to provide that as much protection is given and as many people as possible, who are responsible, if they have the opportunity to report the matter, should report it. Many times many children are suffering. They are brought to you when they are injured and bartered and some people had information and nobody said anything.
