Lawyers will say their laws, cite the Constitution, and eventually guide us on this matter. This thing violates the principle of representation. We are talking about regulatory boards. What then surprised the Committee is that all the bodies started saying they did not know anything about those things. To that extent, and in my view as a Member of the Committee, that public participation was a sham and I blame the Ministry for it. view

  • 5 Oct 2021 in National Assembly: Now, when we come to regulatory boards, you find that the representatives of the various professions are appointed by the Cabinet Secretary. In fact, if you read all of them, they are Principal Secretaries and then, I think, there are three people appointed by the Cabinet Secretary. Therefore, the professionals that are the stakeholders are not represented. Obviously, those people appointed in that manner will have their allegiance to the Cabinet Secretary and not to the interest of the profession. The other day we said that we do not need the Director-General in the Board of the National Hospital Insurance Fund and yet all the money that is being collected is used to purchase health. Who is going to advice that body on what health to purchase? view

The objective of this Bill is very clear and specific; it seeks to remove the requirement that has financial implication at the time of applying for jobs. There are many requirements, and although they are in line with the Constitution, particularly Chapter 6, they have become a hindrance and a roadblock to people applying for jobs. We must know that whenever the CS who has a national function in policy is advised, that policy should go down even to the county governments and so I agree with him. view
