For somebody to come and want to slight that--- I disagree with the Chairman of the CIC. He is either being narrow on purpose or being too narrow so as to really hold a position like that one.   • 27 Aug 2014 in National Assembly: Hon. Temporary Deputy Chairman, my concern about “as may be approved” implies that sometimes that approval is not necessary. My worry is that a structure and a process for approving the same are going to be set up in the Ministry. The use of the word “may” in this case implies that officers can actually just let it pass. So, I would be happier with the use of more definitive words “as approved” and leave out the word “may”. That is my suggestion. view

This actually started way back in 2008/2009; at that time, we were dealing with the issue of people living with disability. It was noted that a lot of the problems of people living with albinism were now being put under disability; they have a lot of medical problems. What we did at the time was that the first Kshs100 million was brought to support them get sunscreens. What I have said here many times is that we failed to devolve the way we planned in the Constitution. The TA and the appropriate law have never been applied. One day the governors, the Council of Governors and the President decided to devolve healthcare in a day. It is not possible. So, the basic thing is that we must go back and start to plan devolution.
