  • 18 Jun 2014 in National Assembly: With Hon. (Ms.) Mathenge, who was my Minister, we went to the Njuri Ncheeke and as community elders they agreed with us. We went to the Kuria people and they agreed with us. We went to the Pokot people and they agreed with us. We had elderly female circumcisers surrender their knives. We had moved ahead. The figures for between 2010 and about 2013 showed that we were making progress. We cannot, at this time, afford to go backwards and take our girls back to suffering. view
  • 18 Jun 2014 in National Assembly: The other programme was to attack it from the side of the youth, particularly males. One of the reasons given is that if a girl is not circumcised, they cannot be married. It is important to advise the youth that you must marry a whole girl, and not a half girl. If that goes through, we will save our girls. This is something that, even if it is funny, please do not let us down. I agree that we need more time. view
  • 11 Jun 2014 in National Assembly: Thank you, hon. Speaker. I rise to support this Report. We have often seen how hon. Members wish to get reports and information for their constituents each time. Sometimes they cannot get reports and information and I must thank the Chair for this. But the Chair has said earlier that hon. • 11 Jun 2014 in National Assembly: remember that the Chairs are not the Executive and, therefore, cannot answer further than what is written for them. That has been a glaring deficit amongst us. I am happy that your Committee worked hard to bring this to reality. We have seen the tribulation of chairs trying to grapple their way around with information that many times they do not understand. Hon. Speaker, I know from my previous life that when Ministers were giving answers on this Floor, they were prepared. Literally, they we educated before they came to the Floor of the House. I can tell you that ... view
  • 11 Jun 2014 in National Assembly: Therefore, in my mind, we are strictly within the Constitution. I do not think we should waste time saying whether this is Constitutional or not. Your Committee has done it all. With those remarks, I support this report. view
  • 11 Jun 2014 in National Assembly: Thank you, hon. Speaker for giving me this opportunity to contribute to this debate. Let me start by saying that in physiotherapy they do rehabilitation and recovery of bodily function after treatment and recovery. It is the science, after you have had an illness, whether it is an injury or a natural illness such as The electronic version of the Official Hansard Report is for information purposesonly. • 11 Jun 2014 in National Assembly: stroke or severe lung illness, that brings the body function back to normal. Without it, even with treatment and recovery, many people will not be able to function as they were before. Because of that, this is an extremely important area and people who train in it end up in other countries. Again, there are many people who pretend that they can function as physiotherapists. This Bill indicates the complexities of the health sector where we have many areas; clinical medicine as we know it, surgery, nursing, laboratory medicine, pharmacy, speech therapy and psychology and psychotherapy. Therefore, there is need ... view
  • 10 Jun 2014 in National Assembly: Hon. Speaker, I take note of the advice. I also wish to congratulate the Committee - of which I am a member - and the Chairperson, in particular, for the hard work done. First, I will talk about the budget process. This is a new process that is being established in Parliament. In my mind, there is need – and my Committee has discussed this – to have a link between the national budget process and the process at the county level. I think that at the Budget Policy Paper level, we should have information about what the counties are ... view
  • 10 Jun 2014 in National Assembly: May I just mention a few areas, because I do not want to repeat. CDF has been indicated as an important area. But I also would like to say that the Economic Stimulus Programmes (ESP) - and we looked at them - need more follow up, so that we do not end up with “white elephants”. Of all the five pillars, the one that we need to put most emphasis on is actually devolution. This is the greatest invention in this country in terms of our development. I keep repeating that the process which we have taken in devolution has ... view
  • 10 Jun 2014 in National Assembly: On the area of security, I would like to say something. The Committee was at pains to decide whether to add more money for security or not, because of what we are The electronic version of the Official Hansard Report is for information purposesonly.
