  • 13 Apr 2022 in National Assembly: Hon. Speaker, the issue here was simple and straight forward. A Standing Order was quoted, and a process providing for leave of the House went on. Now we are back to Second Reading of the Bill to discuss the content of the Bill. This is not the time to discuss the content of the Bill, but the time to go by the procedure of the House, as guided by the Standing Orders on the leave of the House. I am seeing a kind of institutional filibustering that is coming into this House, where people who are well aware of the ... view
  • 6 Apr 2022 in National Assembly: Hon. Temporary Deputy Chairman, I beg to move: THAT, clause 2 of the Bill be amended by─ (a) inserting the following new definition in its proper alphabetic sequence─ “community health unit” means a health service delivery structure within a defined geographical area covering a population of approximately five thousand people;” (b) deleting the definition of the term “community health worker” and substituting therefor the following new definition─ “community health worker” means a person who─ The electronic version of the Official Hansard Report is for information purposesonly. • 6 Apr 2022 in National Assembly: (a) resides in a particular community health unit; (b) is selected by the members of that community health unit; (c) undergoes a prescribed course of training in a training institution, is a holder of a certificate issued by that institution and is registered under this Act; (d) after the prescribed training, continues to reside in that community health unit while offering services to that community health unit.” In (a) we are defining the community health unit because we make reference to it in the Bill and this is where the community health worker will be working since it was not ... view
  • 6 Apr 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to support this Bill. The main issue here is the single registration. This is so that older registrations that we have in this country, be it voter registration, marriage certificate, birth certificate, death certificate, National ID, driving licence, passports and so on, all those are identities that should be linked to each other because they are identifying one person for various services. That is an important key about it. There are also service identities like in areas of NHIF. We are broadening our social protection. We have support for ... view

  • 5 Apr 2022 in National Assembly: Thank you, Hon. Speaker, for giving me the opportunity to contribute to this Motion. I rise to support the report on the mediated version of the County Governments Additional Allocation Bill. I support it because basically, it increases the flow of funds to county governments. That is something we always support in all forms and ways. Sometimes we disagree politically, but we are in agreement that the funds should be sent to the counties. This Bill gives room for additional funding to projects that we think should be supported by funds from the national Government like in the health sector, ... view
  • 9 Feb 2022 in National Assembly: Thank you, Hon. Speaker. We are dealing with an extremely important Motion here. This is the Committee that regulates our conduct. It is concerned with how we are seen in the public. If we start with that single amendment, it is then clear that the Committee on Selection did not look into the matter seriously. view
  • 9 Feb 2022 in National Assembly: If you first sighted it, how comes the Committee did not see it? There is obvious evidence that the Committee did not do a good job. They just passed names of Members. You cannot allow that process to happen. This is an extremely important Committee. Without going into details, as you are going through the names, people react in a way that the public would. We know ourselves and how we conduct ourselves. These are things that the Committee on Selection can look at. To that extent, I oppose this Motion. It should be sent back to the Committee on ... view
