We need to look at the issue of human resource, which is key. These are our workers. We also need to look at the vulnerable people and the cash transfers that have been put in place. I must say that we need a better way of identifying other vulnerable people, should we go to a lockdown. That is where our weakness will be, particularly in the high density urban areas where people live on a day-to-day work. That is important. They said that we need to review the payment we make to the banks on this.

Before I finish, there is the issue of two-to-three Members in our committee. A new project was starting in Kenyatta University which had not been budgeted for and perhaps money was already used.

Thank you, Hon. Temporary Deputy Speaker. I take the opportunity, first of all, to appreciate what the Government has done in the last few days. The response and the advice given have been appropriate. Although there was laxity at the beginning, what is being done now is extremely important. In this issue, the most important thing is prevention; those measures the Government has put in place. There are three areas that I want to comment on.

First, we are focusing on people who have travelled and the contacts they have been with. It is quite possible that we could have the disease currently circulating within the country amongst people who have not travelled. Therefore, it is important that when people have symptoms that look like this disease, as they have given us the case definition and they go to any health facility whether private or Government, that they have people who are sensitive to that and will advise them on testing if possible.

I know that it may be difficult to test everybody who appears with signs now. However, we must look forward and if possible, we could have gone for mass testing, but I know technology is moving fast. As soon as that becomes available, we must look towards mass testing of as many people as possible who have the symptoms.

Secondly, the pandemic preparedness and response team I believe has people from all cadres of the society. We have seen the health aspect of the epidemic, but we have the economic, security, agriculture and water aspects. The Leader of the Majority Party was talking of what we will do with the effect on traders and how they should be supported. That team should address all those issues ahead of time before people start responding. Finally, correct information must be available at all times to avoid rumours because it will be deadly.

Thank you, Hon. Temporary Deputy Chairman. I will oppose this on principle. It is a trend I am seeing here and in other pieces of legislation. We are creating legislative confusion, because when we legislate on one matter, we look at all the other Acts and want to include them in the particular Act we are amending. In the end, what will happen is that when the Registrar of Political Parties will have about four laws to look at. Did they follow their own laws as a political party? What about the special interest laws? What about the Political Parties ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. The purpose of the Bill is to amend the Act to provide for an annual audit of human resource composition of all the service commissions in terms of gender, age, ethnicity, county of origin and county of residence in order to ensure equity. That is something nobody can argue against.

It is only that it only takes, as a Member said, about 30 per cent of employment in the country. What we should now be striving for is how to extend this to the private sector so that all Kenyans feel they have an opportunity. Equity is a major component of the values and the principles of our public service as enshrined in the Constitution. Therefore, for the Member to bring it so that it is audited annually, is important. What gets measured, gets done. You can put things in the Constitution but if nobody asks from time to time ...
