Hon. Temporary Deputy Speaker, I feel that the Hon. Member on the Floor, who is my good friend, is misleading the House and the people who are watching us on television. This money is going to Judiciary, which is one of the arms of the Government. That money should be subject to oversight like any other public monies. That is why it is passing through Parliament. We should not give the impression that the money is just being thrown away or being hidden somewhere for its handlers to use it anyhow when there are other needy cases.

Thank you very much, Hon. Temporary Deputy Speaker. I thank my colleague, Hon. Nyokabi, for donating a minute to me. This is a Bill I would have wanted to speak to thoroughly. This Bill is in good spirit. The Judiciary needs money to enhance the quality of their services. We have a very good Judiciary but not a very good Parliament. Our Parliament has become partisan. On a point of order. Thank you, Hon. Temporary Deputy Speaker. I am at pains having to rise on a point of order against my very good friend. The speaker on her feet has been given an opportunity to contribute to the amendment, which is about Friday and Saturday, but she is lost while speaking to the Bill.

Thank you very much, Hon. Speaker for giving me this opportunity to add my voice on the President’s Speech during the State of the Nation Address. From the outset, I want to thank His Excellency for honouring a constitutional obligation by coming to Parliament to give this much expected Speech. I also want to express my dissatisfaction with the way his handlers cobbled up the statement because this noble day was meant for the President to come and give us the details of the actual state of the country. The actual state of the country was not limited to the ...

Thank you very much, Hon. Speaker, for recognising my face. I support this Bill because it is in good spirit. Currently, there is a lot of conflict between the NLC and the national Government. The role of the CS for Lands still overlaps. The CS is suffering from the past of impunity, thinking that a lot of powers are still vested in his hands. If the issue of land is not handled with extreme care, it may explode. Land has brought many conflicts in this country. Because we are brothers and we did not choose where to be born, the ...
