I support this Bill and beg Members to ensure that it is expressly passed, albeit with amendments as other Members have prescribed. It should have control gadgets to ensure that it is people friendly. Otherwise, I support.

Thank you, Hon. Temporary Deputy Speaker for recognising me. First of all, I want to take this opportunity to extend a belated Happy New Year to my colleagues. For those who were able to cross over the river, I appeal to them to be tolerant with each other, be sensible and not take joy in other people’s miseries. The electioneering period is looming. Therefore, if people are heckled in functions, they should not be items for celebration. I support this Motion because I believe that sessional papers are very important. Many of them are going to be brought to the ...

Thank you very much, Hon.Temporary Deputy Speaker. I have been waiting for my turn to come until I thought that my gadget was not working properly. I support the appointments and I want to remind Members of this esteemed House that it is the prerogative of His Excellency the President or now the Presidency to compile a Cabinet or constitute a Government. In this case, the President tried very much. This time, they have tried in terms of capacity. If the country needs capacity, put people with capacity. One thing I notice is that we are grappling with a huge ...

Thank you very much Hon. Speaker for giving me an opportunity to add my voice to this very important Motion. I regret that as I was waiting, quite substantial grounds have been covered by my colleagues on this very important Motion. As Kenyans, we should be fast learners. In everything that happens, we should be able to take notes and make sure that we use it as a case study. I start by thanking the Kenyan Ambassador to United Nations based in Geneva for putting up spirited efforts to ensure that this important function takes place in this country. There ...

Hon. Temporary Deputy Chairman, I support my two colleagues because this matter is very important. We have the National Environment Management Authority (NEMA) requirement which is being defied by many organisations. The NEMA is now doing it without public participation. It should be mandatory that public meetings be held.

Thank you, Hon. Temporary Deputy Chairman. Not all professions can be welcome in this small Committee. For somebody to attain the level of an advocate of the High Court, he must be well-versed in the profession. He must have enough experience to qualify to make decisions.

Thank you very much, Hon. Temporary Deputy Speaker. At the outset, I want to deny the sentiments of the Leader of the Majority Party that I was here representing the interests of the Coalition for Reforms and Democracy (CORD) and we are very few. Although I am not an engineer, if anybody did a very precise calculation of the Members present in this House, given the high number of the Jubilee side vis-à-vis the CORD side, if you say that I was here with Hon. Bosire representing the interest of CORD against the sizeable number of the Jubilee members who ...

Thank you, Hon Temporary Deputy Speaker for giving me the opportunity to speak to this very important Bill. From the outset, I want to say there is common knowledge of every right thinking Kenyan, that Kenya is not known to be a mineral producing county, save for the few discoveries that were made in the recent past. We have had our economic hope pegged on agriculture, which was messed up about a century ago and it is now a pale shadow of what we used to know. Then came in the “Boeing Tourist Destinations,” which we had and we chose ...

are not strong enough, you will have to go back, kneel down before him and ask him to let you work. You go and tell him: “Let us find a way of working together”. There is rampant theft that can be seen. His bosses and the Ethics and Anti-Corruption Commission (EACC) can see it.

The new promulgated Constitution was a blessing to this country. We introduced devolution and county governments were created. So, we thought that this would spruce up the living standards of the people and the people at home can get their problems solved within reach. The governors, MCAs and the Senators are home grown. They know the problems of our people. I do not know whether we intended to devolve Government machinery or corruption. Corruption is so live in the county governments. You see it and you look around for somebody who can come to help, but you do not see ...
