Hon. Speaker, this is, indeed, a very important Petition. I just pray that the Departmental Committee on Lands, under the Chairmanship of my friend, Hon. (Ms.) Rachael Nyamai, would expedite this matter so that the people of Tana River, especially those in the constituency of my good friend, Hon. Ali Wario, will get justice. The issue of land, as has been pointed out, remains very controversial. It was the expectation of Kenyans that with the promulgation of the 2010 Constitution, and with the creation of a whole commission in charge of land matters, such matters would be addressed with finality. ...

However, that time element is such that the Commission is required to have published these regulations, at least, 12 months before a general election. Speaker, I beg to give notice of the following Motion: THAT this House adopts the Report of the Public Accounts Committee (PAC) on procurement of external audit services for the office of the Auditor-General for the 2018/2019 and 2019/2020 financial years, laid on the Table of the House on Thursday, 5th August 2021, and pursuant to Article 226 (4) of the Constitution and Section 43 of the Public Audit Act (No.35 of 2015), approves the appointment of MS Ronalds Limited Liability Partnership to audit the accounts of the Office of the Auditor-General for the 2018/2019 and 2019/2020 financial years.
