Members are missing the point and the point is that we have to look at this issue of the nominees in the context of the composition of the entire team of 16 nominees.   • 14 May 2013 in National Assembly: Secondly, the entire list of 16 does not include any single youth and this is a very serious issue because if you look at Article 55(b) it also talks of affirmative action in terms of youth representation. We understand that the Jubilee Government rode to power on the crest of youth support or so we are told and I expected the Chairman of the TNA who is here to have been at the forefront at opposing this list because he is also a youth. The problem we have in spite of the fact that we are living in a new dispensation, we still have the old mindset ruling us. Why do I say this? If you look at Article 216 that gives the CRA its mandate, it states that the CRA has the sole responsibility of making recommendations on the revenue allocation between the national Government and the devolved government.   • 23 Apr 2013 in National Assembly: Hon. Speaker, Sir, one of the most redundant commissions is the Commission on the Implementation of the Constitution (CIC). My take - I believe this strongly -is that the work this Commission is purporting to do what can be adequately by a relevant Committee of this House. So I would like to urge Members of this House to take it upon themselves to ensure that in the next appropriations, we do justice to this Commission, so that it stops wasting money and dwelling on irrelevant matters.
