Recently, you saw what happened in the NSSF when attempts were made to remove some members of the Board of Trustee of the NSSF. We are now told that there is a union called PUSETU which is threatening to remove members seconded to the NHIF by COTU and FKE. What is contemplated in Standing Order No.199(5) is that if there is dissenting opinion or a minority report then there shall be two reports and not one report. This is because the word “appended” here basically refers to the fact that, that minority report shall be attached to the main report. So, hon. From the outset, I want to support this Report, but with certain observations. This is a very important commission that should have been in place much earlier. Be that as it may, there are certain issues that we need to address. First, of course, is the issue of empowerment of this Commission.
