Hon. Temporary Deputy Speaker, what we have currently is a situation where Kenyans are living in a state of perpetual fear. Kenyans are fearful because the state of insecurity has grown to alarming levels. Look at Agriculture, the President talked of irrigating one million acres. That is because that free primary education scheme has collapsed. Today, parents are forced to fork out money from their pockets.

Thank you, hon. Deputy Speaker. I will go straight to the point. I cannot support this Report in its current form. Indeed, I have a lot of respect for the Chairperson of the Committee on Administration and National Security. I do not have much to say about the Chairperson of the other Committee. Hon. Deputy Speaker, it is important that we put into context the matter surrounding the West Gate Shopping Mall terrorist attack. The very reason as to why these two Committees swung into action---

Hon. Deputy Speaker, I did not. I just made reference to the fact that I know hon. Kamama better than the other Chair. Is that really a problem?
