I just want your indulgence following your very eloquent ruling, today and even last week. If you look at Article 115 of the Constitution and again look at Standing Order No. 154, the operating word is “reservations”. That the President shall send back the Bill with his reservations. Nowhere under Article 115 or under Standing Order No. 154 do we have anything to do with proposal or amendment.
