If you look at this Bill, as it is before the House, you will fail to understand its purpose. Discretion must be exercised within the confines of democracy, the rule of law and constitutionalism. It is very clear. If you look at one of the proposed amendments contained in this Bill, you will see that it is attempting to transfer the powers of managing extradition proceedings from the Office of the Director of Public Prosecutions to somebody else.
