  • 23 Apr 2019 in National Assembly: Thank you, Hon. Speaker. At the outset, I want to say that the Public Accounts Committee which I chair has no position on these proposed amendments. We neither support nor oppose, we remain indifferent and we want to leave it to the wisdom of the whole House to make a decision on them. We want to point out that this matter of Section 974 of the Companies Act was canvassed at length in the Committee and it was a question of interpretation.   • 23 Apr 2019 in National Assembly: “From the foregoing, and after looking at the Procurement and Assets Disposal Act and the Companies Act, it is our considered opinion that foreign companies bidding for open international tenders, floated in Kenya do not have a legal requirement to be registered. In addition, if there was such an intention, then Section 974 of the Companies Act and Section 89 of the Public Procurement and Assets Disposal Act of 2015 would have expressly provided for such a requirement. view
